BPN Depok City Holds Deliberation on Compensation for Land Acquisition for Desari Toll Road, Indra Gunawan Explains Benefits of PSN

The Depok City Land Office held a deliberation on the form and delivery of compensation value for land acquisition for the Depok-Antasari (Desari) toll road in Cipayung Village, Cipayung District, Depok City, on Friday, October 27 2023.

The deliberation was attended by direct land owners, heirs, and representatives from KJPP Toto Suharto and Partners who were appointed as independent appraisers and

Head of the Depok City National Land Agency (BPN), Indra Gunawan, said that this deliberation aimed to convey the results of the assessment of the compensation value of land plots that would be used for the construction of the Desari toll road.

The provisions for this deliberation, continued Indra, are regulated in Articles 71-75 of Government Regulation Number 19 of 2021 Jo. Government Regulation Number 39 of 2023 concerning Implementation of Land Acquisition for Development in the Public Interest Jo. Article 112-114 Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 19 of 2021.

“This toll road is part of a national strategic project (PSN) which is expected to increase connectivity and mobility between the Depok and South Jakarta areas,” explained Indra Gunawan in his statement, Monday, October 30 2023.

Indra Gunawan explained that the sustainability of PSN for Depok City is very important, as a satellite city that has a population of more than two million people.

“The city of Depok has quite large economic, social and cultural potential, but still faces various challenges in terms of infrastructure, especially transportation. “One effort to overcome these challenges is by building national strategic projects in the form of roads,” he explained.

The Desari toll road is a toll road connecting Jakarta and Depok which crosses South Jakarta City, Depok City, Bogor Regency and finally connects Serpong-Cinere.

The Desari toll road has a total length of 27.9 km and consists of five work sections. Sections 1 and 2 have been operating since 2018 and 2020.

Meanwhile, sections 3, 4 and 5 are still under construction. This toll road is managed by PT Citra Waspphutowa, a subsidiary of PT Citra Marga Nusaphala Persada (CMNP).

The benefit of the Desari Toll Road, continued Indra, is increasing connectivity and mobility between the Depok and South Jakarta areas.

With this toll road, travel time between the two regions can be cut by up to 50 percent. The presence of PSN makes it easier to move people, goods and services between the two regions, as well as increasing social and economic interaction.

On the other hand, the realization of the Desari Toll PSN encourages economic growth and investment in Depok City. This toll road can be an attraction for investors to invest capital in Depok City, especially in the property, industrial, trade and service sectors.

“This can increase regional income, employment and community welfare as well as support the development of strategic areas in Depok City,” explained Indra.

The Desari toll road can support the development of strategic areas in Depok City, such as educational areas (University of Indonesia), business areas (Grand Depok City), tourism areas (Mekarsari Tourism Park), and residential areas (Cinere Resort).

“The presence of the Desari toll road will automatically increase the added value and competitiveness of Depok City as a modern and quality city,” he explained.

Another benefit is reducing traffic density on the Jagorawi Toll Road. This toll road can be an alternative for road users who want to go to Jakarta from the southern part of Jakarta5. This can reduce the traffic load on the Jagorawi Toll Road which often experiences severe traffic jams, especially during rush hours.

The Desari toll road was built taking into account environmental aspects and road safety. This can reduce the negative impacts of toll road construction on the surrounding environment, such as air, noise and land pollution.

Apart from that, this toll road is also equipped with road safety facilities, such as traffic signs, CCTV, call boxes, rest areas, etc.

“This project is proof of the commitment of the central and regional governments to improve the quality of transportation infrastructure in Indonesia, and BPN Depok City will continue to support the acceleration of this PSN,” said Indra Gunawan.

For your information, the compensation deliberation process for land acquisition for the Desari toll road took place in an orderly manner, ran smoothly and resulted in a fair and transparent agreement between the parties involved.

Depok City BPN will continue to be committed to carrying out this land acquisition process professionally, accountably and responsibly. We also respect the rights of land owners affected by the construction of this toll road.

“We hope for cooperation and support from all parties so that the land acquisition process can be completed according to the predetermined schedule,” concluded Indra Gunawan. (Eka)
