The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) will create a scheme for appointing honorary staff to state civil servants (ASN) without tests.
Appointments will be made through performance rankings throughout the year, so that they do not go through a selection process with threshold scores.
“Later we can use a ranking model, not a threshold value, that is what is currently being discussed,” said Plt. Assistant Deputy for Talent Management and HR Capacity Building for PANRB Ministry Apparatus, Yudi Wicaksono, quoted Thursday (8/11/2023).
The resolution of honorary staff problems was previously regulated in Law (UU) Number 20 of 2023 concerning ASN, which replaced Law 5/2014. The maximum completion date for honorary or non-ASN staff will be 31 December 2024 and after that government agencies will no longer be allowed to recruit honorary workers. A more detailed explanation regarding the settlement of honorary staff will be regulated in government regulations that are currently being drafted.
Yudi said that the implementation of this appointment was preceded by a data validation process for honorary staff. From current data, there are around 3 million honorary employees in ministries or institutions and regional governments throughout Indonesia.
If the data on the 3 million honorary workers is included in the section that passes document validation, their names will be entered into a special platform to monitor their performance.
Honorary staff who get the top ranking will be a priority for appointment as ASN next year. The appointment will immediately become PPPK.
“So they will be ranked as to who is the best and they hope to compete with each other, who will be the best this year, so that next year it will be a priority to be appointed as a full-time PPPK,” said Yudi.
